To listen intently to stakeholders specify the purpose of the instrument, identify the theory or content underlying the development, application of the questionnaire, data requirements and expected outcomes.

To meet with focus groups and/or conduct in-depth interviews to identify key constructs. Constructs provide the framework for developing the questions. To conduct a thorough review of associated literature, if requested. 

To collaborate with stakeholders to operationalize each construct through the drafting of a series of questions or statements and select a scaling technique.

To meet with a panel of subject-matter experts for review of the items, content adequacy and inclusion in the questionnaire. 

To pilot test the questionnaire with a sample that is representative of the  target population to ensure that it is a fit for purpose and provides meaningful information. 

To conduct statistical analysis, data analysis, and summary of results. 

To revise the instrument based on initial pilot data analyses, conduct a second pilot study, if necessary. 

To create the final version of the survey (including formatting, demographics, etc.).

To prepare a test manual based on the results.

To deliver high-quality consultative services as promised.
